Licences you must have before selling

  • BIS certification under IS 14543 for packaged drinking water — mandatory, and it involves factory inspection plus sample testing. This is the long-pole item; plan several months.
  • FSSAI licence — state or central depending on turnover and distribution footprint.
  • State pollution control board consent to establish and operate, covering reject water discharge.
  • Trade licence, factory registration, and GST registration.
  • Water extraction permission where groundwater is used, per your state's groundwater authority rules.

Important

Do not order equipment before you understand your BIS and pollution board requirements. Layout, lab provision and drainage all have to satisfy inspection, and retrofitting a non-compliant layout is far more expensive than designing for it.
