A packaged drinking water plant is a manufacturing business with a regulatory licence at its centre, not simply a large RO plant. The water treatment is the straightforward part; BIS certification, FSSAI licensing and ongoing compliance testing are what determine whether you can legally sell a single bottle.
Project cost for a small 1,000 LPH jar-filling unit typically runs ₹12-25 lakh including treatment, filling line, civil work, licences and initial working capital. A bottling line producing 500 ml and 1 litre PET bottles is considerably more, because the filling, capping, labelling and shrink-wrapping machinery costs more than the water treatment itself.
Be clear-eyed about the economics. This is a high-volume, thin-margin, distribution-driven business — the water costs very little and the profit is made or lost on logistics, jar deposits, breakage and route density. Most failures are distribution failures, not treatment failures.

Licences you must have before selling
- BIS certification under IS 14543 for packaged drinking water — mandatory, and it involves factory inspection plus sample testing. This is the long-pole item; plan several months.
- FSSAI licence — state or central depending on turnover and distribution footprint.
- State pollution control board consent to establish and operate, covering reject water discharge.
- Trade licence, factory registration, and GST registration.
- Water extraction permission where groundwater is used, per your state's groundwater authority rules.
Important
Unit economics worth modelling before you commit
- Treatment cost per litre is small — typically a few paise including power, consumables and reject.
- Jar cost, deposits and breakage are a major recurring line, and jar loss rates in Indian distribution are consistently underestimated.
- Distribution — vehicle, driver, fuel and route density determine profitability far more than plant efficiency.
- Working capital — jars in circulation are inventory you have paid for and do not control.
- Compliance — periodic BIS sample testing and renewal costs are ongoing, not one-off.
Multi-stage purification architecture
Commercial and industrial systems are engineered as a treatment train, not a single appliance. Each module protects the one after it, and skipping a stage to save capex is the most common reason plants fail early.
