Rotary versus foil is the real decision in electric shaving, and it is decided by your face rather than by price. Foils shave flat planes closer; rotaries follow curves better. If your jaw and neck are strongly contoured — or if you shave your head — a rotary will get into places a foil skips, and the Series 3000 is the least expensive competent way to find out whether that is you.
Against that, Braun Series 3 ProSkin 3040s makes its case differently: The Series 3 ProSkin's job is to make Braun's foil shave affordable, and it does that honestly. The twin SensoFoils and the MicroComb are the same engineering principles as the expensive models, executed more simply: hair is fed into the foil and cut flush at the surface, without the twisting action a rotary uses.
